Caleb Young, chief scientist for the CIA must falsify National Intelligence Estimates to thwart the US military's plans for a first strike. The task becomes more difficult when the U-2 planes reveal a lack of Soviet offensive weapons. The DOJ subpoenas him when he criticizes the Warren Report and becomes hunted by the CIA.
